San Diego County Child Support: Applications, Payments & Case Help

Find official San Diego County child support resources for opening a case, checking payment history, making payments, requesting an order review and preparing for a hearing.

Independent guide. This website is not affiliated with San Diego County, California Child Support Services or the Superior Court. It provides general information, not legal or financial advice. Verify current requirements with the responsible agency or court, especially filing deadlines and hearing instructions. Submit applications, payments and court documents through the appropriate official service.

Services and Eligibility

The San Diego County Department of Child Support Services (DCSS) assists with locating parents, establishing legal parentage, obtaining and enforcing support orders, reviewing orders for modification, and collecting and distributing support. Either parent or a legal guardian can apply, whether or not a support order already exists.

Different organizations handle different tasks:

  • DCSS: Applications, case management, enforcement, order reviews and questions about your case.
  • Superior Court: Court filings, hearings and judicial decisions.
  • State Disbursement Unit (SDU): Processing and distributing support payments.
  • Customer Connect: Online case information, payment history and communication with your child support specialist.

DCSS does not act as either parent’s personal attorney. Its services also do not replace legal assistance with divorce, custody or visitation disputes. Consult the Family Law Facilitator or an independent attorney when you need help with those matters.

Open a Child Support Case

Start with the county’s official child support enrollment page. The county describes electronic enrollment as a no-cost application process. After you submit the application, a county child support professional will contact you about the next steps.

Applying does not itself establish a support amount or start payroll deductions. The process depends on whether an order already exists, whether the other parent must be located, and what information is needed. Tell the assigned professional about any existing orders or related proceedings.

If the parties agree on support, DCSS may help prepare a stipulated agreement for submission to the court. Confirm when an agreement becomes effective and whether any scheduled appearance remains necessary.

No account is required to read this independent website. Official enrollment, case management and payment systems may have their own registration requirements. Enrollment is free, but ongoing service fees may apply in qualifying cases, and some payment providers charge transaction fees. Consult the state’s child support FAQs for applicable service-fee rules.

Access Customer Connect

California Child Support Customer Connect provides online access to payment history and other case information. You can contact your child support specialist, update contact details, receive reminders and enroll in paperless communications.

  1. Open the official Customer Connect page and select the login or registration option.
  2. Have your Participant ID, also called a PAR ID, available. It appears on support checks, billing statements and most child support correspondence.
  3. Follow the current instructions to create or recover your personal identification number (PIN).
  4. Keep your contact information current so the agency can reach you about your case.

If you cannot locate your Participant ID or access your account, use the official login-help instructions or call 866-901-3212. Avoid repeatedly requesting replacement PINs; follow the state’s waiting instructions because a new request can invalidate an earlier PIN.

Customer Connect may be used to make a payment, but the state directs customers to the SDU website to establish payments or update payment information. A change to your case contact details is not necessarily a change to your payment arrangements.

Make or Receive Support Payments

Choose an Official Payment Route

Use the county’s child support payment page or the state’s State Disbursement Unit page to reach current payment options. These include online services, designated payment kiosks and other approved methods.

The county lists TouchPay kiosks accepting cards, cash or e-checks, along with the TouchPay Child Support mobile app for card payments. Service fees apply to some methods; the county identifies kiosk e-check payments as having no processing fee. Verify availability, charges and processing times before paying. A free app download does not mean every payment through the app is free.

Mail Payments to the SDU

The county lists the following payment mailing address:

State Disbursement Unit
PO Box 989067
West Sacramento, CA 95798

Check the current SDU instructions for required identifying information before sending a payment. Do not send support payments to the DCSS general correspondence address listed later on this page.

Check Payment Status and Distribution

Use Customer Connect to review payment history. A payment sent by a parent or withheld by an employer is not necessarily available to the recipient immediately. Processing, distribution and bank availability are separate stages, so do not treat a published processing estimate as a guaranteed deposit date.

Recipients can review electronic payment options through the official SDU service. If a payment is missing or your balance appears incorrect, contact DCSS with the relevant payment information and supporting records.

Special distribution rules may apply to families who formerly received CalWORKs cash assistance. Review the state’s former-assistance arrears information to understand how qualifying collections may be passed through to families. This does not guarantee that a particular amount will be collected or paid on a particular date.

Change a Child Support Order

A change to an existing support order is called a modification. Either parent can ask DCSS to review an order when circumstances change, such as income or the amount of time the child spends with each parent.

Start with your case manager and the county’s Changing a Child Support Order page. DCSS may request information from both parties about income, health insurance and parenting arrangements. Provide the requested documents so the agency can evaluate whether a modification is appropriate.

A review can result in a proposed increase or decrease. Requesting a review does not itself change the existing obligation. If the parties agree, DCSS may prepare a stipulation for filing with the court; unresolved issues may require a hearing. Confirm the effective order and payment requirements with DCSS or the court.

Forms and Court Preparation

Select the Form That Matches Your Issue

The county’s official child support forms collection includes the following resources. Read the instructions before completing or submitting a document.

Common child support issues and related forms
Your issue Form
You believe the account balance is incorrect Account Balance Dispute Form
You need to report payment history for enforcement of an existing order Declaration of Support Payment History
You need to provide financial information Income and Expense Declaration and completion instructions
You want consideration for reduction of qualifying debt owed to the state Child Support Debt Reduction Program Application
A child support lien affects your property Information about Lien Recordings and Clearance Request Form
You need to document disability status Proof of Disability

The collection also includes responses to complaints and requests for case closure. A balance dispute, lien clearance request and request to change support serve different purposes. If you received court papers, obtain timely help identifying the required response and deadline.

Download fillable PDFs and open them in a compatible PDF reader for full functionality. Completing or emailing a form does not necessarily satisfy court filing or service requirements.

Prepare Financial Documents

The county’s court hearing preparation guide outlines document preparation two weeks before a hearing. Check your own notice and current court instructions for the requirements that apply to your case.

The county identifies these supporting documents for the Income and Expense Declaration:

  • Your last two months of pay stubs.
  • Your most recent tax return or W-2.
  • If self-employed, your most recent profit and loss statement and tax return with Schedule C.

Sending documents to DCSS does not file them with the Superior Court. The county lists these court business offices for the specified departments:

  • Departments 802, 803 and 804: Central Courthouse Family Support Division, 1100 Union Street, 4th Floor, San Diego, CA 92101.
  • Department 3: North County Regional Center Family Support Division, 325 South Melrose, 1st Floor, Vista, CA 92081.

The official preparation page also links to electronic filing. Confirm the filing location, submission method and any separate service requirements before sending documents.

Pre-Court Meetings and Hearing Attendance

DCSS describes a court-required telephone or video meeting one week before the hearing. Keep your contact information current and follow the meeting arrangements provided for your case. If represented, arrange for your attorney to participate. Contact DCSS promptly if you need to reschedule.

A complete agreement may resolve the issues without a contested hearing. Confirm whether your scheduled appearance is still required before deciding not to attend.

The county lists video appearances for Departments 802, 803 and 3. Department 804 generally requires in-person attendance, subject to exceptions and court-approved remote appearance procedures. Review your hearing notice and the court’s Department 804 remote appearance rules.

The county preparation guide instructs customers to file Notice of Remote Appearance, form RA-010, at least 10 court days before the hearing. Verify the applicable notice, filing and approval requirements with the court. Submitting the form should not be treated as automatic permission to appear remotely.

If you cannot attend a hearing, contact DCSS promptly about requesting a continuance. A request is not confirmation that the hearing has been postponed; the court may proceed without you.

Ex Parte Notice and Electronic Service

The official hearing preparation guide provides separate instructions for ex parte notice to DCSS and electronic service on the department. These procedures have eligibility conditions and do not replace court filing, required personal service or service on other parties. Review the current official instructions before using a delivery method or a specialized service email address.

Family Law Facilitator Assistance

The county’s legal assistance page lists free Family Law Facilitator assistance at the National City office on Wednesdays, 8 a.m.–4:30 p.m., on a first-come, first-served basis. Confirm availability before visiting and review the referral information on the county forms page.

Disability Accommodations

For a court accommodation, review form MC-410 and contact Superior Court ADA assistance at 619-844-5675 or ada@sdcourt.ca.gov. For accommodations at a DCSS office, contact its ADA coordinator before visiting at 858-650-6436 or CommunicationTeam@sdcounty.ca.gov.

Providing proof of disability for your support case is separate from requesting an accommodation for an office visit or hearing.

Customer Service and Account Concerns

The DCSS Complaint Resolution/Ombudsperson Team handles concerns about customer service, timeliness and payment or billing administration. Call 858-650-5321 and explain the specific problem. An incorrect balance may also require the Account Balance Dispute Form.

The complaint process does not substitute for obtaining a court ruling on support, parentage, custody or visitation. DCSS cannot resolve complaints about court services or commissioners. Use the official DCSS contact page to confirm the appropriate route.
